Is It Unethical to Pad The Expenses List of Employees?

By this I refer to employees and their supervisors who will state that they spent more on a
company occasion (like a company outing) than they really did, in hopes of getting more
money out of the company owners. I once had a supervisor who got angry that I was upset
about this practice of studying for my organizational behavior graduate programs. I believe it is unethical because our boss was a fair-minded woman who
would have understood if we had simply approached her for a bigger budget. Staff who do this
usually do more unethical things later.
